劉德義，字宜之，樂評家、作曲家、音樂教育家；1929 年 12 月 29 日生於河北省涿縣，1991 年 7 月 29 日逝世於臺北。臺灣省立師範學院音樂系畢業後，任教於師大附中並撰寫音樂評論。1960 年留學德國習作曲，以富有東方色彩的作品聞名。返國後投入音樂教育工作，於大專院校教授理論作曲、擔任合唱團指揮並編譯教科書，為臺灣音樂教育向下紮根。

LIU Te-Yi (1929-1991) was choir conductor, music critic, composer and music educator. He was born in Hebei, China and died in Taipei. From an early age, he was exposed to a variety of dramatic performances, and helped to accompany choirs in elementary school. While studying at Peiking Teachers’ College, Liu also took piano lessons from Lao Zhicheng. After graduating in 1948, Liu moved to Taiwan to work at the National Language Promotion Committee of the Taiwan Government Education Department. He also taught at Shu-Lin Primary School in New Taipei City and Taipei Mandarin Experimental Elementary School. In 1951, he studied at the Music department of Taiwan Provincial Teachers’ College (the present-day National Taiwan Normal University. After graduation, Liu taught at the Affiliated High School of National Taiwan Normal University and worked as a music critic. In 1960, he studied composition first at the Hochschule für Katholische Kirchenmusik und Musikpädagogik Regensburg (HfKM) in Germany and two years later at the Hochschule für Musik in Munich, obtaining diplomas in composition at both schools. After returning to Taiwan, Liu devoted himself to music education and worked at the Central Radio Station, directed and conducted the Central Choir, and taught theory and composition at universities and colleges, as well as compiling textbooks. In 1980, he became a full-time faculty member at the Department of Music of National Taiwan Normal University. Liu’s works are mostly songs, including sacred music, art songs, patriotic songs, children's songs and arrangement of folk songs. His key works include Chinese Mass and Chinese Suite for solo piano.
